Challenge

Modern users jump between devices and apps, but identifiers (phone numbers, enterprise IDs, federation tokens) and notifications remain siloed. We needed a carrier-grade way to expose numbers-as-a-platform for third parties without losing control, while respecting activity context and user priority.

Approach

Directed design of a services layer that ingests app/client configurations, links identifiers across endpoints, and continuously scores activity windows. Routed incoming events through a ranking service that selects the optimal destination while preserving centralized governance and partner extensibility.

Outcome

Delivered a reusable platform capability that improved partner reach and reduced wasted notifications, while aligning SDKs, scoring logic, and governance controls with carrier-grade security and reliability requirements.
